Kenneth McCabe CFE,  Retired Senior Executive, FBI


​Mr. Ken McCabe is President & CEO of KTM Associates & Consultants, LLC., a Licensed Investigative Firm in the State of Florida. 


Mr. McCabe's public service began when he proudly served for over 8 years in the United States Marine Corps upon his graduation from College.  While serving as an Officer of Marines, Mr. McCabe received an appointment as a Special Agent in the FBI.  He retired as a member of the Senior Executive Services (SES-4) in the FBI after 21 years.  In his last assignment with the FBI, he served as the Special Agent in Charge of the Pittsburgh Division and directed 11 satellite offices located in two States.  


Prior to his assignment as the SAC Pittsburgh, he served as a Senior Executive in the FBI Laboratory Division where he was responsible for the FBI's scientific and technical response to any major crisis, special event, or WMD incident worldwide.  Mr. McCabe directed the FBI's scientific and technical response to the bombing of the USS Cole, the 9/11 attack on America, the Anthrax Investigation, the 2002 Winter Olympics and response and support to the 2000 Republican and Democrat Presidential Conventions.  Mr. McCabe has created strategic plans for major events and crises, and managed the response to these crises as the SWAT/Crisis Management Coordinator.  As a Special Agent, he investigated bank robberies, extortions, fugitives, kidnappings, organized crime, drugs, money laundering, insurance fraud and public corruption. 


Upon retirement, Mr. McCabe was appointed to the Pennsylvania Gaming Control Board as one of the first Commissioners.  He was responsible for establishing gaming in the state which is now only second to Las Vegas in gaming revenue in the US.  


Mr. McCabe has a Master's of Science Degree in Criminal Justice Administration.  He completed courses at the Kellogg School of Management and The Executive Seminar at Harvard/MIT.  Mr. McCabe taught police schools in the FBI at the International Law Enforcement Academy in Budapest, Hungary; at the FBI Academy, Quantico Virginia; and in-country schools in Russia, Slovenia and Austria.  He instructed FBI Executives on Crisis Management and on how to manage high impact cases.  Additionally, he has taught college level courses on Crisis Communications, Terrorism and National Security & Intelligence Matters.

​Mr. Smith is President and CEO of Corporate Integrity Services, LLC "CIS, an Oklahoma-based security consulting and investigative agency. CIS specializes in asset protection, fraud investigations, complex international gaming license investigations, strategic analysis/planning, and corporate oversight of businesses and high-net-worth individuals' investments.  


Before his consulting career, Mr Smith served as a Senior Executive for several corporations.

Resorts International Casino Hotels, a publicly traded company where Mr. Smith served as Assistant Director of Security, Chief of Investigations, and, ultimately, the corporation's Chief Compliance Officer.


After conducting a nationwide executive search and identifying seven finalists, Donald J. Trump recruited and selected Mr. Smith to head up his asset protection programs. He served as his Corporate Vice President of Security for Trump Casino Hotels. He was ultimately appointed to serve on the Executive, Operating, and Development Committees for each Trump property. He was responsible for all asset protection, executive protection, emergency and crisis management programs, and personnel for several first-class casino hotel resorts, a commercial helicopter service, and a world-class marina. His responsibilities included over 13,500 employees, 3,000 luxury rooms, and 240,000 square feet of casino space, which produced over $1 billion in annual revenues. 

Trump's Casino Hotel asset protection program collectively employed over 1200 security professionals, requiring Mr. Smith's management of over $22 million in operating budgets. Due to Mr. Smith's hands-on approach in developing and implementing innovative crime prevention programs, he was credited with substantially reducing the overall crime rate for Trump's collective entities by approximately 40% while simultaneously reducing their operating budgets by several million dollars. 

Capital Gaming International, another publicly traded company, hired Mr. Smith as a Corporate Director of Capital Gaming Management, a Native American Gaming startup company. During his tenure, he assisted in designing, developing, opening, and managing several gaming facilities, all of which came in on time and on budget. They include: ​

        * Wildhorse Resort & Casino, Pendleton, Oregon

        * Seven Feathers Hotel & Casino Resort, Canyonville, Oregon

        * Muckleshoot Indian Casino, Auburn, Washington    

Mr. Smith was responsible for developing and implementing comprehensive and sophisticated asset protection programs for each entity. He spent several years providing corporate oversight of those operations, now considered very successful Native American Enterprises.

Mr. Smith, while serving as President and CEO of Shore Integrity Services, a security consulting and investigative firm, developed an extremely successful International Trademark Enforcement program for Jesse James West Coast Choppers. Working closely with numerous Law Enforcement Agencies, including Homeland Security, Mr. Smith successfully shut down countless illegal printing operations throughout the U.S. and recovered thousands of items.


Mr. Smith has conducted thousands of investigations during his career, including both foreign and domestic. These cases encompassed employee misconduct, management malfeasance and misfeasance, casino licensing, casino employee licensing, all types of fraud, embezzlement, robbery, burglary, organized crime, counterfeiting, cheating at casino games, source of funds, trademark infringement and theft, just to name a few.


Mr. Smith has trained both Government Inspectors and Special Agents, foreign and domestic, in investigations, intelligence, and enforcement methodology.


​Mr. Smith attended Stockton State College as a criminal justice major, the Educational Institute of the American Hotel Motel Association, where he was awarded the prestigious Certified Hotel Administrator (CHA). Mr. Smith further attended the University of Nevada Reno, where he received his Certification in Gaming Management (CGM), including Management of Table Game Operations, Slot Operations, and Management of Surveillance Operations. Additionally, receiving his Casino Dealers Certification from Atlantic Community College in both the game of Craps and Blackjack. He attended Northeastern State University, Oklahoma, for Crime Scene Investigations (CSI). He is a Certified Fraud Examiner (CFE), Association of Certified Fraud Examiners, Certified Personal Protection Specialist (CPPS), Executive Protection Institute. During his career, Mr. Smith was a commissioned Police Officer, Regional Strike Force Undercover Narcotics Officer, and County SWAT Team Leader. A National Tactical Officers Association graduate as a Hostage/Crisis Negotiator, SWAT Team Leader, and SWAT Commander. 

Additionally, he received specialized training from local, county, state, and federal law enforcement agencies covering topics such as FBI Crisis Management, State Emergency Management, U.S. Secret Service Executive Protection, and DEA Narcotics & Dangerous Drugs, to name a few. He is also a John E. Reid School of Investigative Interviewing & Advanced Interrogation graduate.

In addition to overseeing CIS, he now serves as Commander of the Sheriff's Tactical Support Unit, responsible for Intelligence, Negotiations, and Human Tracking.
